It’s a cultural reflex more than a strategy, an instinctive response baked into the political economy: deny, delay, deflect, and only pivot when denial becomes more expensive than admission.
AI governance is tracing this pattern with eerie fidelity. It’s not that companies don’t know the risks – they publish research cataloging them. It’s that acknowledging risk publicly imposes friction, and corporate logic – especially in a capability race – treats friction as an existential threat. So companies pivot toward a familiar tactic: safety-washing.

The strategy wasn’t scientific – it was rhetorical: create just enough doubt to justify inaction, just enough confusion to soften political will. AI companies do something similar. They publicly acknowledge small risks to avoid engaging with existential or systemic ones. They emphasize uncertainty where it shields them and assert confidence where it benefits them.
The PLOS Climate analysis deepens the analogy by identifying specific “discourses of delay”: appeals to complexity, promises of future solutions, exaggerations of economic costs, calls for personal responsibility instead of structural reform, and emphasis on innovation over regulation (Lamb et al., 2024).
Replace “climate” with “AI,” and the structure maps perfectly. Tech companies argue that regulation will stifle innovation, that AI is too complex to govern tightly, that risks will be solved in future model generations, that users must behave responsibly, that economic competitiveness requires growth first and oversight later. These are not arguments; they are delay strategies.
Institutional denial emerges not from malicious conspiracy but from systemic incentives. Corporations built on extractive or risky models rarely acknowledge harm early because doing so threatens profit, valuation, and political leverage. Governments avoid early intervention because the harms are technically complex, politically sensitive, and economically entangled. The public avoids confronting structural danger because the systems causing the danger also provide convenience, efficiency, or modern identity.
AI compounds this because its harms are not always visible. Radiation rotted bones. Fossil fuels warmed the atmosphere. Social media rewired attention and destabilized democracies. AI erodes cognition, truth, decision-making, and informational trust. These harms are softer, slower, harder to localize, easier to deny. But denial doesn’t make them less real.
We are watching the formation of a familiar cycle:
1. Companies acknowledge small risks to avoid addressing large ones.
2. Governments convene summits instead of drafting laws.
3. Workers raising concerns are silenced or pushed out.
4. Benchmarks create the illusion of oversight without substance.
5. Public debate is clouded with uncertainty and innovation rhetoric.
6. Real action occurs only after irreversible damage accumulates.
This is the same pattern that killed the Radium Girls.
The same pattern that derailed climate policy for decades.

The question isn’t whether AI is “the new radium” in some one-to-one way. It’s whether the structural pattern that produced the Radium Girls is repeating itself with a different substrate: not radioactive paint, but opaque models; not jawbone necrosis, but cognitive erosion, climate damage, and institutional dependence. When you line up the pieces, the answer is ugly and simple: yes, we are replaying the same script, with better branding and larger blast radius.
The first constant is the insistence on being special. Every harmful industry claims it is exceptional – that its risks cannot be judged by precedent because it is too new, too complex, too important. Tech has built an entire ideology out of this. As Eisenstat and Gilman put it in Noema, “tech exceptionalism” is the belief that tech companies deserve a different set of rules and responsibilities than everyone else, justified by the promise of endless innovation and disruption (Eisenstat & Gilman, 2022). The more AI companies talk about safety, the more they control the meaning of the word. The more they control the metrics, the easier it is to declare progress. This is not oversight; it is narrative capture. Safety becomes a product line instead of a constraint.
The next part of the pattern is internal: what happens to people inside these systems who see the harm early. In every industrial disaster, there are insiders who know something is wrong long before the public does. Whether they can speak – and whether anyone listens – determines how bad things get. That is not “unprecedented.” It is the industrial harm pattern, upgraded.
In climate politics, Lamb’s “discourses of delay” are now well mapped: redirect responsibility to individuals, exaggerate the costs of policy, fetishize “innovation” as a future fix, or throw up your hands and say it’s too late anyway (Lamb et al., 2020). It just moved from the factory floor to the data center, from luminous paint to luminous interfaces, from bone decay to epistemic decay and ecological strain. The through-line is not the specific technology. It is the refusal of powerful institutions to tell the truth about what their products do until the bodies – or the atmosphere, or the cognition of a generation – make denial impossible.
We are not sleepwalking into some novel, unknowable AI future. We are walking, eyes open, down a road paved by radium, lead, tobacco, fossil fuels, and every other industry that discovered it was easier to gaslight the world than to change course.
The warning signs are not subtle. They’ve been written already – just in other materials.
The Coming Reckoning
Reckoning is not a moral concept here. It is what happens when accumulated externalities finally exceed the system’s capacity to hide them. With radium, that looked like disintegrating bones, court cases, and public autopsies on the lie that glowing paint was harmless. With AI, the reckoning is going to be multi-front: cognitive, infrastructural, institutional, and legal, all converging on systems that were rolled out faster than they could be understood.
Start with the information layer, because everything else rides on that. Democracies only work if people can share enough reality to argue over values instead of arguing over whether basic facts exist. Lewandowsky and colleagues call this the “epistemic integrity” of democracy: the idea that there must be a minimally stable shared knowledge base if policy, elections, and public debate are going to function at all (Lewandowsky et al., 2023).
